The problem
Budget in most accounts is allocated based on history — what a campaign spent last quarter, plus or minus an adjustment — rather than a deliberate assessment of where the next dollar produces the most value today. A legacy campaign can keep its budget simply because nobody revisited the original decision, while a newer, higher-margin product line stays under-funded.
Why it happens
Reallocating budget is a decision with visible downside (a campaign might dip) and less visible upside (the money might work harder elsewhere), which creates a bias toward leaving allocation as-is.
